De Mistura's Future Tied to Algerian Engagement
Omar Hilal, Morocco's permanent representative to the United Nations, stated that Rabat's call for clarification of the autonomy proposal, as outlined in De Mistura's briefing, is "not possible in the absence of engagement from other parties under this initiative." He emphasized that De Mistura's resignation would "never be due to Morocco, which wishes to cooperate with him in the future; but rather due to Algeria."
Morocco's Openness to Negotiations
After welcoming UN Security Council Resolution 2756, extending the MINURSO mission for another year, Hilal stressed that "Morocco has always kept its autonomy plan open for negotiation; however, the engagement of other parties in this step is a condition for its actual implementation."
No Evaluation of De Mistura's Work
Hilal highlighted that Morocco cannot evaluate De Mistura's work, as it has not witnessed anything requiring assessment. He emphasized that Morocco remains confident in De Mistura, particularly if he brings Algeria back to the negotiations.
European Court Decision: A European Issue
Addressing the European Court of Justice's decision to suspend trade agreements between the European Union and Morocco, Hilal asserted that it has no impact on Rabat. He emphasized that "this matter concerns Europe, not Morocco."
The Sahara Issue Remains Within the UN Framework
Hilal clarified that the Sahara issue is addressed within the UN and the Security Council, and urged European countries to handle the issue. He emphasized that the European Court of Justice addressed a matter outside its jurisdiction.
Court's Error in Population Statistics
Hilal highlighted that the European Court of Justice's decision regarding the Sahrawi people is flawed. He referenced a UN report on refugees, specifically concerning Algeria and the Tindouf camps, which indicated a Sahrawi population exceeding 100,000. The court, however, relied on Algerian figures that claimed a population under 50,000.
European Support for Morocco
Hilal reminded that European countries have expressed their support for the partnership with Morocco through official statements following the European Court of Justice's decision.
MINURSO Mandate Extension Welcomed
In regard to the Security Council's decision to extend the MINURSO mission for an additional year, Hilal affirmed Morocco's welcome of the decision. He emphasized that the decision addresses Morocco's expectations by commending the autonomy initiative as a realistic and serious political solution, while also highlighting the dire situation in the Tindouf camps. The decision further reaffirms the Security Council's emphasis on the importance of Morocco's autonomy initiative as the sole political solution to the conflict under Moroccan sovereignty.
